Abstract
This IDC study provides a recommended context and path for government CIOs and chief procurement officers (CPOs) to transform the process of delivering projects through a unity of focus, reaping the benefits of cost and schedule efficiency. It provides guidance that will help bring about transparency in the acquisition of goods and services needed for project execution and bring about the alignment required for agencywide creation.
"Agency procurement functions have been around a lot longer than IT organizations, but reporting relationships have not changed in most government agencies," says Thom Rubel, adjunct research advisor, IDC's IT Executive Programs (IEP). "Many agencies are beginning to recognize the need to bring IT program management agency procurement together in the project execution process to create the most effective program and service outcomes."
