Abstract ：Overview

The Russian invasion of Ukraine on February 24, 2022 has precipitated a multitude of consequences for software development and developer communities not only in Ukraine and neighboring regions, but also for development communities worldwide. In particular, the conflict illustrates how code, developers and digital solutions function as tools that are capable of promoting access to humanitarian assistance and the sharing of information in ways that mitigate some of the deleterious consequences of war. That said, the conflict also underscores how code and developers can function as accessories and instruments of war as demonstrated by cyberattacks and efforts to weaponize technology to achieve political and military goals.
