Abstract
This IDC Perspective examines the urgent need for robust AI and generative AI (GenAI) policies in Asia/Pacific (excluding Japan and China) (APEJC) government agencies. It highlights how these agencies are navigating innovation amid undefined regulations. The report also provides actionable recommendations for developing effective policies and governance frameworks to foster innovation.
"Governments leading in AI adoption are implementing it without waiting for policy to catch up. They are proactively developing policies while simultaneously conducting trials and defining use cases," says Louise Francis, Head of Public Sector Research, IDC Asia/Pacific. "This approach is not free for all, and the mindset of ‘it is unregulated, so we can do anything we want’ will not be accepted. Rather, governments are choosing to conduct controlled trials to learn from mistakes, ensuring that governance fosters innovation in the public sector instead of obstructing it," she adds.
"Effective governance is essential for incorporating emerging technologies, such as AI, into government functions because it builds trust and ensures accountability. However, many Asia/Pacific government agencies lack robust governance frameworks, with only 22% of large agencies implementing responsible AI policies shared across the organization. To address this gap, a coordinated approach, such as establishing an AI governance committee or board, is essential for ensuring effective AI governance," says Ravi Kant Sharma, research director, IDC Asia/Pacific Government Insights.
